This proposal does not decide whether a holiday supersedes regular time or creates make-up time. Follow the controlling order; otherwise agree on those terms separately. Nested holidays must be excluded or separated before calendar export.

PDF includes the allocation matrix and reviewed periods only. Calendar export requires every active holiday in its year(s) to have reviewed dates and no overlaps.
